    This paper takes a step back from the discussions and debates about qualifications frameworks per se, to think more broadly about the role of "qualifications" in educational reform. The aims of the paper are to locate the reform of qualifications in its broader social and institutional context, to propose a way of conceptualizing the change from qualification systems as they have emerged historically to qualifications frameworks and outcomes-based qualifications and to explore the tensions involved in the different goals that the introduction of a (National) Qualfications Framework - (N)QF will achieve. We argue that what is at stake in current reforms is the role of educational institutions in the education and training of the next generation, the balance between institution-based education and informal (in some cases work-based) learning, and the ways in which trust in qualifications is established and maintained. Our two-model analysis explores the balance between an emphasis on institutions and outcomes. This paper was written to provoke debate, and help all involved in researching qualifications frameworks to think more clearly about the issues. Der Beitrag hat folgende Punkte zum Ziel: die Qualifikationsreform in ihrem breiteren sozialen und institutionellen Kontext einzugrenzen, einen Weg zur Konzeptionalisierung des Wandels von historisch gewachsenen Qualifikationssystemen hin zu Qualifikationsrahmen und ergebnisorientierten Qualifikationen vorzuschlagen und die Spannungsfelder auszuloten, die die unterschiedlichen Zielsetzungen bei EinfĂŒhrung eines (Nationalen) Qualifikationsrahmens mit sich bringen wĂŒrden. Die AutorInnen behaupten, dass in den aktuellen Reformen Folgendes auf dem Spiel steht: die Rolle der Bildungsinstitutionen in der Bildung und Ausbildung der nĂ€chsten Generation, die Balance zwischen institutionsbasierter Bildung und informellem (in einigen FĂ€llen arbeitsbasiertem) Lernen sowie die Art und Weise, wie Vertrauen in Qualifikationen aufgebaut und erhalten wird.     This special issue of the Journal of Higher Education in Africa examines global debates concerned with higher education as a public good, in the context of the lived realities, political and economic constraints as well as opportunities in contemporary Africa. While the articles draw on research and analysis conducted from 2017 to 2019, and were completed before the seismic changes associated with the COVID pandemic, the framing ideas regarding a contextualised understanding of the relationship between higher education and the public good are highly resonant with the processes of the COVID conjuncture. In this Editorial, we distil the key ideas that have shaped this collection of works, describe the research study that connected them, and draw out some of the implications of the findings for thinking about higher education and the public good in the light of the major disruptions of 2020–2021 for higher education in many African countries

    Chronic smoke exposure is associated with autophagy in murine Peyer's patches

    INTRODUCTION: Cigarette smoke causes oxidative stress, leading to smoke-induced autophagy in several organs. Autophagy is a homeostatic process regulating the turnover of proteins and cytoplasmatic organelles. However, recently it has also been associated with many autoimmune and inflammatory disorders, among which Crohn’s disease. The purpose of the present study was to investigate whether cigarette smoke exposure is associated with increased autophagy in Peyer’s patches and its epithelium. AIMS & METHODS: C57BL/6 mice were exposed to cigarette smoke or air. After 24 weeks, the animals were sacrificied and Peyer’s patches were collected. m RNA expression of autophagy-related genes was determined by RT-PCR. Transmission electron microscopy (TEM) was used to evaluate the presence of autophagic vesicles in the follicleassociated epithelium of Peyer’s patches. RESULTS: Expression of Beclin-1, a protein involved in the nucleation of autophagosomes, and of Atg5 and Atg7, which both play a role in the autophagosome vesicle elongation and completion, increased after chronic smoke exposure. Furthermore, electron microscopy of the follicle-associated epithelium demonstrated that the mean area of autophagic vesicles per epithelial cell increased considerably from 1.1 ÎŒm2 ± 0.4 ÎŒm2 in the air group to 2.4 ÎŒm2 ± 0.4 ÎŒm2 in the smoke group (p < 0.05). Epithelial cells had a significantly higher number of autophagic vesicles after smoke exposure (1.1 ± 0.1 after smoke exposure versus 0.5 ± 0.1 vesicles per cell after air exposure, p < 0.05), but the size of the vesicles did not differ between both groups. CONCLUSION: Here we provide the first evidence that chronic exposure to cigarette smoke is associated with autophagy in murine Peyer’s patches, and more in particular in the follicle-associated epithelium covering Peyer’s patches. Our findings can help to understand the role of smoking in the pathogenesis of inflammatory bowel disease, such as Crohn’s disease

    Curriculum Reform, Assessment and National Qualifications Frameworks

    This background paper engages with issues of secondary education reform in sub-Saharan Africa (SSA) since 2007 and uses the MasterCard framework of questions as a template for gathering evidence. The framework seeks answers in three broad areas of reform: curriculum, assessment/examination systems and national qualifications frameworks (NQFs). It specifically invited responses to the following questions: Curriculum- What kinds of curriculum reform have occurred in SSA since 2007?- How successful has the practical implementation of new curricula been?- Given the challenges, how can resource-constrained ministries implement curriculum reform?- To what extent has a/the new curriculum promoted 21st century skills (like creativity, critical thinking, cognitive flexibility and emotional intelligence), as well as employability and entrepreneurial skills? Assessment- How successful has assessment reform been? National Qualifications Framework - What is the status of implementation of NQFs across SSA?- Have the approaches to NQF implementation promoted learning and the acquisition of skills necessary for employment?To ensure greater inclusivity, and to solicit a wide range of perspectives, we have chosen to review as broad a spectrum of publications as possible. This has meant that we have included research papers that, more often than not, would have been excluded from similar types of reviews. These include graduate students' masters and doctoral theses; and research papers published in journals that are not widely recognised. The net effect of widening the pool of sources is that many more researchers from, and working in, institutions on the continent have been referenced or included in the bibliography. The evidence gathering processes involved six linked activities: x Setting the search parameters and undertaking an electronic search. vi x Reviewing the document titles and abstracts; and sifting and excluding nonrelevant documents. x Once the primary and secondary sources have been identified, using high frequency citations to identify researchers in the field for follow up processes. x Reviewing the wider scholarship of identified scholars to gather additional 'grey' literature. x Identifying case studies, based on the analysis of these preliminary sources. x Site visits and case study write-ups Two system case studies were selected for close analysis: South Africa and Ethiopia. South Africa was selected because of its experience of three separate waves of curriculum reform in the past two decades, the extensive documentation of these curriculum reforms and as one of the first systems in the world to have introduced a national qualifications framework. Ethiopia was selected as it represents a rapidly developing country in which secondary education is likely to play a key role. It was also selected because of its recent review of its secondary education curriculum and examination system

    Translational research into the effects of cigarette smoke on inflammatory mediators and epithelial TRPV1 in Crohn’s disease

    Crohn's disease is a pathological condition of the gastro-intestinal tract, causing severe transmural inflammation in the ileum and/or colon. Cigarette smoking is one of the best known environmental risk factors for the development of Crohn's disease. Nevertheless, very little is known about the effect of prolonged cigarette smoke exposure on inflammatory modulators in the gut. We examined the effect of cigarette smoke on cytokine profiles in the healthy and inflamed gut of human subjects and in the trinitrobenzene sulphonic acid mouse model, which mimics distal Crohn-like colitis. In addition, the effect of cigarette smoke on epithelial expression of transient receptor potential channels and their concurrent increase with cigarette smoke-augmented cytokine production was investigated. Active smoking was associated with increasedIL-8transcription in ileum of controls (p < 0,001; n = 18-20/group). In the ileum, TRPV1 mRNA levels were decreased in never smoking Crohn's disease patients compared to healthy subjects (p <0,001; n = 20/group). In the colon, TRPV1 mRNA levels were decreased (p = 0,046) in smoking healthy controls (n = 20/group). Likewise, healthy mice chronically exposed to cigarette smoke (n = 10/group) showed elevated ilealCxcl2(p = 0,0075) and colonicKcmRNA levels (p = 0,0186), whereas TRPV1 mRNA and protein levels were elevated in the ileum (p = 0,0315). Although cigarette smoke exposure prior to trinitrobenzene sulphonic acid administration did not alter disease activity, increased pro-inflammatory cytokine production was observed in the distal colon (Kc: p = 0,0273; Cxcl2: p = 0,104; Il1-beta: p = 0,0796), in parallel with the increase ofTrpv1mRNA (p < 0,001). We infer that CS affects pro-inflammatory cytokine expression in healthy and inflamed gut, and that the simultaneous modulation of TRPV1 may point to a potential involvement of TRPV1 in cigarette smoke-induced production of inflammatory mediators

    Vocational education and training for African development: a literature review

The SDGs mark the clearest global acceptance yet that the previous approach to development was unsustainable. In VET, UNESCO has responded by developing a clear account of how a transformed VET must be part of a transformative approach to development. It argues that credible, comprehensive skills systems can be built that can support individuals, communities, and organisations to generate and maintain enhanced and just livelihood opportunities. However, the major current theoretical approaches to VET are not up to this challenge. In the context of Africa, we seek to address this problem through a presentation of literatures that contribute to the theorisation of this new vision. They agree that the world is not made up of atomised individuals guided by a “hidden hand”. Rather, reality is heavily structured within political economies that have emerged out of contestations and compromises in specific historical and geographical spaces. Thus, labour markets and education and training systems have arisen, characterised by inequalities and exclusions. These specific forms profoundly influence individuals’ and communities’ views about the value of different forms of learning and working. However, they do not fully define what individuals dream, think and do. Rather, a transformed and transformative VET for Africa is possible

    The effect of cigarette smoke exposure on the development of inflammation in lungs, gut and joints of TNFΔARE mice

    The inflammatory cytokine TNF-alpha is a central mediator in many immune-mediated diseases, such as Crohn's disease (CD), spondyloarthritis (SpA) and chronic obstructive pulmonary disease (COPD). Epidemiologic studies have shown that cigarette smoking (CS) is a prominent common risk factor in these TNF-dependent diseases. We exposed TNF Delta ARE mice; in which a systemic TNF-alpha overexpression leads to the development of inflammation; to 2 or 4 weeks of air or CS. We investigated the effect of deregulated TNF expression on CS-induced pulmonary inflammation and the effect of CS exposure on the initiation and progression of gut and joint inflammation. Upon 2 weeks of CS exposure, inflammation in lungs of TNF Delta ARE mice was significantly aggravated. However, upon 4 weeks of CS-exposure, this aggravation was no longer observed. TNF Delta ARE mice have no increases in CD4+ and CD8+ T cells and a diminished neutrophil response in the lungs after 4 weeks of CS exposure. In the gut and joints of TNF Delta ARE mice, 2 or 4 weeks of CS exposure did not modulate the development of inflammation. In conclusion, CS exposure does not modulate gut and joint inflammation in TNF Delta ARE mice. The lung responses towards CS in TNF Delta ARE mice however depend on the duration of CS exposure
